IJB cuts agenda passed by Glasgow HSCP on 23 September 2026
Glasgow HSCP Integrated Joint Board met on 23 September 2026 and voted through the cuts to services such as Welfare Rights service and to close down a number of Day Care centres that are much needed as a service to vulnerable service users such as dementia sufferers.
Older People’s Day Care: The number of day care centres across Glasgow is being radically consolidated, dropping from 10 traditional centres to just 4 regional hubs.
Addiction & Complex Needs Services:
The specialized Enhanced Drug Treatment Service (EDTS) and the Complex Needs Service (CNS) are being scrapped and merged into a single streamlined model. Their combined funding is being slashed by 62%—down from £3.2 million to just £1.2 million—though heroin-assisted treatment will continue.
Welfare Rights: The restructuring completely removes around 24 job posts within the city’s essential welfare rights advice services.
GMB Branch 74 condemns the cuts to vital services and it will hurt the poorest in need of welfare rights advice and be a massive loss to the vulnerable who need day centre support. EDTS and Complex Needs service is needed more than ever given the latest update on drug deaths in Scotland. Yet HSCP Glasgow move to axe a service at a time when it is needed.
People affected by these cuts (service users, staff ) will not forget these HSCP decisions when council elections take place in May 2027. GMB Branch 74 members will vote wisely at the ballot box when that election comes.
